In present plan in order to develop fuel storage capacity appropriate to anticipated performance, it is designed to construct storage site with 50000 metric tons capacity for storing different kinds of fuel. In order to carrying crude oil, 30-40 thousands ton oil tanker has been considered say SPM discharge floating which transfer fuel from supplier to storage site. In this technology, a 2 Km pipe develops from coast to sufficient point in terms of water depth and geographical position and connects to SPM floating bouy which connected to sea bed via a chain.
Then fuel tankers connect to float via a chain and discharge operation happens by flexible pipe from tanker to floating. In this method, there is no need to anchorage and deliver procedure has high flexible.

After storage completion, mixture and quality acceptance by in-site laboratory; fuel transfers to 2-4 thousands ton supply boats and these tankers remained in a defined and approved position to delivering fuel to applicant ships.
We can divide different parts of plan as follows:
1. Discharge floating (SPM) facilities with ability to connect to 50000 tons tankers.
2. Storage Tanks with 50000 tons total capacity in vicinity of jetty,
3. Pump station in order to loading Supply Boats in SALAKH jetty
4. offshore pipeline for connecting of SPM floating to discharge vessels in island coast,
5. Supply boats with ability to delivering fuel to applicant ships according to plan capacity.
6. Loading facilities (loading jetty for fueling fleets)
7. Peripheral facilities and constructions like management-administrative setting, laboratory, fire extinguishing facilities, warehouse, emergency power and etc.

According to present histories and increasing rate of exchange and moving ships from Persian Golf realm and with respect to technical abilities of used equipments, it is expected to selling more than 1 million tons fuel in first year plan executing and it will exceed 4 million tons after three years with coherent follow-up and dynamic programming for marketing and selling.
